University of Calcutta (informally known as Calcutta University or CU) is a collegiate public state university located in Kolkata, West Bengal, India.&nbsp;Within India it is recognized as a &quot;Five-Star University&quot; and accredited &quot;A&quot; Grade by National Assessment and Accreditation Council.

The University of Calcutta has secured the Fifth position among the Universities of India in the prestigious &quot;Indian University Ranking 2019&quot; list, released by the NIRF of the Ministry of Human Resource Development, Government of India.

It was established on 24 January 1857, and was one of the first institutions in Asia to be established as a multidisciplinary and Western-style university. Its alumni and faculty include several heads of state, heads of government, social reformers, prominent artists, only academy award winner and Dirac medal winner in India, many Fellows of the Royal Society and five Nobel laureates as of 2019 which is highest in South Asia.

As per the conventional wisdom there should be provision for public assistance for skill acquirement for achieving higher economic growth in the future. However, empirical observations on small OECD countries over the period 2001-2011 tell somewhat a different story. This study makes an attempt in explaining those atypical findings, first theoretically by means of a simple dynamic two-sector, specific factor general equilibrium framework with endogenous skill formation and provision for public subsidy on education and then empirically with the help of conventional unbalanced panel data models. The analysis questions the desirability of the public subsidy policy on education in improving intertemporal social welfare in a small open developed economy.

The Question Before the Communist Horizon

Purpose - This paper aims to offer a theory on optimal group size. To overcome the problems of institutional credit facilities to the poor and marginal people, Joint Liability Group Lending (JLGL) is often considered as a better option. However, the literature in the field is surprisingly silent about the issue of group-size. This paper tries to fill the vacuum in a theoretical framework. Design/methodology/approach - Using a standard theoretical model, this paper shows that even with costless peer monitoring, there exists an upper bound on the size of group, and this upper bound is exactly pinned down by the strength of the social sanction. Findings - This paper shows that under reasonable specification of effort cost, asgroup size increases, both optimal cooperative effort level and the deviation incentive from that effort level rise monotonically for any individual borrower. Thus, given the strength of social sanction, the rising incentive for deviation uniquely determines the optimal group size even in absence of free riding in peer monitoring. Research limitations/implications - The theoretical results derived in the paper require empirical verification which is, however, tricky because of the problems associated with quantifying social sanctions. Practical implications - This paper argues that the group size should be larger in more integrated communities which have better social cohesion among its members. Originality/value - This paper shows that, for a given extent of joint liability the borrowers need to bear, the group size in joint liability group lending should be designed according to the strength of social sanction prevailing in the society to achieve social efficiency. © Emerald Group Publishing Limited.

Optimal group size with joint liability group lending strategy

Access to medicines (drugs, diagnostics and vaccines) is essential to promote equitable health care for all though one third of the world’s population does not have access to basic and essential drugs, particularly in the poorest parts of Africa and Asia. In a third world country like India with high industrial capabilities, a large part of the population still lives below the poverty line and there the role of the government becomes crucial in creating the aforesaid access. The chapter deals with three main objectives: (1) to find status of access to free medicine in public secondary hospitals in West Bengal, (2) to identify the factors affecting this access to free medicine and (3) to analyse how this availability of free medicine affects the overall efficiency of these government-run hospitals in West Bengal. For the first purpose, we used descriptive statistics from the secondary data of National Sample Survey Organization (NSSO) and from primary survey on more than 2,000 patients in 86 secondary level hospitals in West Bengal. For the second purpose, we used a multinomial logit regression model. For the third purpose, we used a regression technique to determine what are the barriers of access and how does the efficiency score of hospitals (measured by Data Envelopment Analysis) affect the access to medicine. The chapter concludes that managerial steps should be immediately taken to improve both the quantity and quality of the drugs supplied to these hospitals. Some improvements are also suggested about the prescription system, procurement, storage and distribution system of essential drugs based on some field experience. Need for a modification of the State Essential Drug List is also suggested. © 2015, Springer India.
